Deadline to Apply: October 8, 2023 11:59PM EST

About the Energy Efficiency and Conservation Block Grant (EECBG) Program

The Energy Efficiency and Conservation Block Grant (EECBG) Program is a $550 million formula- and competitive- grant program that provides direct and flexible funding to more than 2,700 state, local, and Tribal governments across the United States.

The EECBG Program is designed to be highly flexible and to meet community needs. Specifically, eligible entities can choose to implement projects aligned to over 14 eligible clean energy use areas. Examples include (but are not limited to):

  • Energy Strategic Planning
  • Energy Efficiency in Buildings (e.g., Audits, Upgrades, and Performance Standards)
  • Renewable Energy Systems (e.g., on-site and community solar, geothermal)
  • Electrified Transportation (e.g., electric vehicles)
  • Financing (e.g., revolving loan funds)

The EECBG Program also is considered a Justice40 program, meaning that all eligible entities are encouraged to invest 40 percent of their allocations in communities that are considered ‘disadvantaged.’

What will I be doing?

Embedding Fellows in communities around the country can bring new perspectives and skills into local governments and tribes. Hence, Fellows will be assigned to selected local governments or tribes, or teams of them, that are participating in the EECBG Program. Under the guidance of the Host mentor, Fellows will learn while providing technical expertise and support to hosts in the creation, administration, and launch of new clean energy projects and programs as funded through the EECBG program.  Fellows will gain experience around energy technology areas such as energy efficiency, electric vehicle technology or renewable energy deployment to local, state and tribal governments as well as gain valuable insight into the government’s role in the creation and implementation of policies and programs that affect clean energy technology developments.

Fellows will be located on site at the assigned host community. Ideally, Fellows will be matched with their own local, state and tribal governments.  Hosts will provide mentorship, and be responsible for guidance, training and other activities necessary to ensuring a successful experience for the Fellow that builds capabilities for further career work in the clean energy or public service fields. Fellows may participate in activities such as stakeholder engagement, research, project management, policy or technical analysis, communication materials, data and metric gathering and more.

Participant Benefits: Participants will receive a stipend to be determined by participant’s academic and professional background. The stipend rates will be as follows:

  • Undergraduate degree: $51,700-$64,000
  • Master’s degree: $62,900-$77,800
  • PhD: $69,100-$85,500

Participants may also receive health insurance benefits through ORISE, dislocation allowances, and a travel/training allowance.

https://www.zintellect.com/Opportunity/Details/DOE-STP-OP-2023-0002

About the Office of Policy

The Office of Policy (OP) supports the Secretary, Deputy Secretary, and the Undersecretaries on domestic energy and climate policy issues, and related integration of energy systems. The OP serves as a focal point for policy coordination within the Department on the analysis, formulation, development, and advancement of energy policy and related programmatic options and initiatives that could facilitate the transition to a zero-carbon, equitable, and secure energy economy.  They provide analysis to directly inform real-world policymaking by the Department of Energy, the White House, and Capitol Hill. That work spans everything from identifying new concepts to providing technical assistance on draft policy. They rely heavily on data and modeling, both their own and work by a variety of stakeholders. Their work spans technology analysis, infrastructure deployment, clean energy jobs, and state, local, tribal, and territorial activities. They provide expertise in electricity systems, buildings and industry, mobility, and all parts of the transition to a clean energy economy for all.

What will I be doing?

As an ORISE participant, you will conduct research analysis in support of the OP and will assist current OP staff with policy analysis projects and assignments in one or more of the following focus areas:

  • Clean energy infrastructure and deployment: understanding best practices for quickly building out clean energy across the United States
  • Energy jobs: creating the next generation of clean energy mobilization through high-quality, sustained clean energy jobs
  • Decarbonization pathways: mapping the interrelated decisions necessary to reduce greenhouse gases to net zero by 2050
  • Quick turnaround analysis: researching tax policy design, technology status, market approaches, or any topic necessary to support ongoing, real world policy discussions

Assignments will include economic, technical, and policy analyses for issues related to energy markets, including modeling assessments. You will learn by assisting with technical and economic analyses, report writing, presentation materials, spreadsheet analyses, briefing papers, background reports, and other written and oral presentation materials. You will also assist with the preparation of databases, information retrieval, and web searches.

Participant Benefits: Participants will receive a stipend to be determined by OP.  Stipends are typically based on the participant's academic standing, discipline, experience, and research facility location.  OP may authorize a supplemental stipend to offset the costs of health insurance.  Participants are eligible to purchase health insurance plans offered through ORISE.  Participants may receive an allowance for education and/or scientific activities as approved by OP.
